Sponsor Managed Social Housing


Description

The program was established to provide adequate publicly owned rental housing accommodation for individuals and families of low income within their financial capacities.

Coverage

All housing projects are owned by Manitoba Housing, but are "sponsor-managed" by various non-profit housing organizations. Individual Project Operating/Management Agreements between the Manitoba Housing and Non-Profit Organization allows for the delivery of social housing that is based on a Rent-Geared-To-Income (RGI) scale at 30 per cent and/or the Employment and Income Assistance (EIA) rate.

Eligibility

Housing accommodations are designed for independent living. Applicants for housing subsidized under this program will be selected on the basis of being financially unable to obtain affordable, suitable and adequate housing in the private market.

Applying

A variety of housing options for elderly persons, individuals with disabilities, and families is dependent on the availability of housing at time of application. Manitoba Housing does not accept housing applications under this program. Each Non-Profit Housing Organization directly accepts applications for rental housing in your community.

Sponsor-Managed Issue Resolution Process

Tenant issues and complaints are treated with utmost seriousness and confidentiality. While some concerns can be addressed promptly, others may require further investigation.

If you are a Sponsor-Managed tenant (leaseholder) and want to discuss an issue where you are in disagreement with the decision made by a Sponsor-Managed staff member, please follow these steps to address your concern(s):

  • Speak with your Property Manager or another authorized individual like the Tenant Resource Coordinator (TRC). There may have been a misunderstanding or a need for more information to help resolve the issue.
  • If you still have concerns, please submit a written complaint or grievance to the Sponsor-Managed Executive Director, Board of Directors and/or Senior Management with a request for a written response from the Board.

Most issues can be resolved through these steps. After these steps are taken, if further consideration is needed to resolve the issue:

  • complaints about the actions of a Sponsor-Managed Board member or Senior Management can be filed with the Manitoba Residential Tenancies Branch. Contact Manitoba Housing’s Portfolio Management Branch to provide awareness to the issue.
  • concerns relating to program policies including eligibility and rent calculation can be appealed through Manitoba Housing – Program Appeals.

In serious situations of risk to safety or health, including if any residents, visitors, workers, volunteers, or contractors, staff and stakeholders feel threatened they should call local authorities at 9-1-1.

Program Appeals

Tenants disputing their eligibility, rent calculation, or other policy items relating to the Rental Housing Programs Policy Manual may submit an appeal to the Manitoba Housing Administrative Review Committee (ARC). Click here for more information on the Appeals Process.
